Boyd County Shuts Down Unlicensed Pain Clinic

Teresa Stout of Ironton, OH traveled 300 miles to Summit, KY to open a pain clinic. Ironically, she chose to set up her unlicensed clinic next door to BWH Security whose CEO, Scott Ball, also hold the Deputy position for Boyd County. Ball was surprised at the opening of this type of Doctor's office,  as pain clinics are generally not allowed in Boyd County.

"I asked what kind of clinic and he said family practice and pain management," said Deputy Ball. "I asked to see a business license and he could not provide one. At that time I called the Sheriff."

According to WSAZ, Stout had originally worked for Dr. Karel in Ohio, who has since lost his business license. She transferred all of Dr. Karel’s files to a new office in Kentucky and had been seeing old patients and providing medication without even applying for either a Summit business license or a State of Kentucky business license.

Investigators are examining motives that may have caused Stout to travel 300 miles away to open a pain clinic whose patients live back in her hometown.
