Authorities Remove 4 Biological Children from Unlicensed Daycare Provider after Deathly Incident

Two-year-old Abigail Holland was found floating face-down in the backyard swimming pool of the home daycare facility she attended. The daycare did not have either an Aurora, IL business license or a state day care license.

The owner of the daycare was caring for 10 children, including three of her own, at the time of Abigail’s death. It is unclear how long the toddler was missing before the daycare provider noticed her absence and began a search that ended with the tragic discovery of the child’s lifeless form in the pool.

The Beacon News reports that instances of neglect at the home daycare sparked an investigation by The Department of Children and Family Service earlier this year. Representatives of DCFS found that the owner was operating an unlicensed daycare.

“We substantiated that complaint and informed her she couldn’t operate a day care (without a license),” Kendall Marlowe, spokesman for the Illinois DCFS said.

Although the woman submitted an application for a city business license two weeks later, she continued caring for children without receiving the necessary license and abiding by the state daycare license regulations.

Her negligence both in opening an unlicensed daycare facility and in not watching the children properly has launched a chain of catastrophic events for the facility's owner. Authorities have not only closed down her source of income, they also removed her own biological children from her care.

Operating an unlicensed business can often lead to tragic repercussions. It is imperative for every day care center to obtain a state daycare license and to abide by their regulations to will help them steer clear of any possible dangerous situations.
