Uncovering of Unlicensed Jet Refueling Facility Sparks Greater Investigation in San Bernardino

Residents were shocked to learn that Million Air, an upscale jet refueling facility at San Bernardino International Airport, previously commended for its contributions to the growth of the airport, has been operating without a San Bernardino, CA business license for the past 10 months.

The Sun first covered this story on Thursday, January 26, 2012. An onslaught of rage by residents and city officials followed, especially when the details about the owner of the refueling company and his sordid past of corruption and fraud were revealed. A few short hours later, T. Milford Harrison, a manager at Million Air San Bernardino paid part of the fees due to renew the company’s business license. The city however will not renew the license until full payment of all the late penalties and fees are submitted.

Operating without a proper business license is a violation of Million Air’s lease with San Bernardino International Airport. The Sun reports that A.J. Wilson, interim director of San Bernardino International Airport has prepared a notice of violation of the lease agreement and is planning on delivering it to Million Air franchisee Scot Spencer this morning.

“’Once Spencer receives the notice, he will have 30 days to pay the remaining fees and renew his business license, otherwise face eviction,’ Wilson said.”

Authorities have now launched a greater investigation into Scot Spencer, the franchisee of Million Air and his other business operations. Searches have revealed that none of the 15 other companies associated with Spencer have a city business license.
