Unlicensed Business is part of Kinloch Corruption Scandal

A corruption scandal in the dying, impoverished community of Kinloch morphed into more than just the arrest of the city mayor to involve aldermen’s rent free housing, unlicensed businesses, and exorbitant salaries for city workers.  

Andolora Marshall, acting mayor of Kinloch and Alderman Darren Small have been living in city housing, rent free. They justify their actions by citing unpaid salaries for their ‘jobs’ as city aldermen, a service that requires approximately 2 meetings a month.

The pay for city aldermen has also been bloated, with city leaders claiming pay of $650 a month. While the City of Kinloch has less than 300 residents, neighboring cities that have over 10,000 residents pay only $175 to their aldermen monthly.

STL Today reports that Marshall’s husband, Elvin Marshall, had been operating a coffee shop also on city land and has paid a mere $200 a month for rent. Elvin Marshall never even attempted to obtain either a St. Louis County business license or a State of Missouri business license. City officials looked aside to this infraction, which outside investigators claim could be one of many breaches to federal law played out in the corrupt city.
