Elgin Postpones Business License Changes

Attempts by local business owners at convincing council members to repeal the Elgin, IL business license ordinance has met with little success. Although city officials discussed the business license ordinance at a council meeting last week, they decided to hold off on any possible changes until January of next year.

As Ted Schnell reports in BocaJump, “Mayor David Kaptain suggested the council wait until after the first of the year to review the business license ordinance. He said the ordinance will have been in effect a full two years in January, which will provide more data to consider before talking about changing the ordinance.”

The Elgin business license ordinance that has been implemented in 2010 requires most business owners to obtain a local business license. Nonprofits, governmental entities, public utilities, churches and neighborhood groups as well as temporary merchants do not have to apply for a business license or pay business license fees.

At the council meeting last week, Councilman John Prigge suggested exempting owners of home-based businesses as well. He claimed that the regulations of what constitutes a home-based business are unclear and as such home businesses should be spared of paying any sort of business license tax.

Although home-based businesses will be put up for discussion again at next year’s meeting, most council members agreed that they can resolve that issue by further clarifying the home-based business licensing requirements.
