Marshall County Proposes Instituting Solicitors Business License

Complaints by residents about the increasing disturbances of roadside panhandlers have caused county officials to propose an ordinance that would institute the Marshall, KY solicitors license.  If passed, individuals looking to raise funds on county streets would have to apply for a county business permit 48 hours prior to hitting the road.

In order to qualify for the Marshall County solicitors permit, panhandlers will have to provide detailed information regarding their own identity and the cause their collecting for. This way county officials hope to eliminate imposters.

Residents will then have the option of contacting local authorities to verify the legitimacy of the people collecting at the roadsides.

The Marshall County solicitors license won’t cover State highways located within the County as solicitors may not collect funds on State highways due to safety concerns.

As WSPS reports, “Keith Todd with Kentucky Transportation Cabinet said if someone wants to solicit on a state highway, they've got to apply for a state permit but the cabinet refuses to issue them because they said it's simply not safe. People on the side of roads create too much of a distraction for drivers, plus the solicitors could be hit by a car.”

Any panhandlers found to be in violation of the new ordinance by collecting funds without the requisite Marshall business license could be fined or sent to jail.
