Utica to Require Pawn Broker License

Utica has joined the ranks of cities nation-wide that are using business license regulations as a means of helping law-enforcement agents provide citizens with the safety we need. Council members passed two ordinances that would require pawnbrokers to obtain a Utica, MI business license and follow certain regulations in order to be allowed to deal with second-hand goods. This will help the local police track stolen goods and return them to their rightful owners.

Source Newspapers reports that pawnbrokers will have to electronically report any transactions they are involved with to the city police by using an online program called Leads Online.

"This will allow us to better track the transactions of this nature so that individual businesses are clearly not operating with stolen goods, because everything is being recorded and can be traced back," said Utica Mayor Jacqueline Noonan. "Yes, people can lie and use fake identification, but this really enhances the ability of law enforcement to do its job in a time when we know thievery and inappropriate transactions of this nature take place across the country."

Pawnbrokers will have to pay a licensing fee as well as a fee for Leads Online at the time of their application for a Utica second-hand license. They have until April 15 to register with the city.
