Moreno Valley Unlicensed Charity Car Washes Under City Scrutiny  

Unlicensed car washes running under the guise of non-profit fundraising are under scrutiny by city officials. There are no regulations in place for these car washes and council members are suggesting requiring a Moreno Valley business license or temporary use permit for non-profit car washes.

Joseph Karaki of I Car Wash Express, has complained to city officials that the unlicensed charitable car washes in his vicinity have been taking business away from his licensed car wash. Press Enterprise writer, Laurie Lucas details Karaki’s complaint saying, “That these charitable groups lack the required nonprofit status, permit or business license and don't comply with water board regulations concerning pollutants and recycled water.”

City officials reviewed license regulations of neighboring cities to see how they handle charitable groups trying to raise money by running car washes. More than half of the cities observed require temporary-use permits, but only one city charges a fee for the permit.  

Council members will discuss possible non-profit car wash licensing permits after the summer recess.
